VNP-030 Enable spot markets

Change parameter limits.markets.proposeSpotEnabled from 0 to 1.

After the 76.8 release spot markets will be available, but this needs to be enabled first.

I don’t have enough VEGA to propose, but hopefully someone else can do this, after checking if it is correct.

This actually got enabled with the software update to the current mainnet version, see https://explorer.vega.xyz/network-parameters .
